HEAR funding status — act by region

As of spring 2026, HEAR Region 1 (Front Range) funds were fully reserved, but Region 2 counties — including much of our mountain service territory — still have funding.   • It stacks with the federal credit: the 25C tax credit is calculated on your cost, and both can apply to the same project.

The Federal 25C Credit

The Energy Efficient Home Improvement Credit covers 30% of a qualifying heat pump water heater project, capped at $2,000, claimed on your federal return for the year of installation. It's a credit, not a deduction — it reduces your tax bill dollar for dollar. Keep your invoice and the manufacturer's certificate; we provide both with every installation.

The Smart Play: Pair It With a Heat Pump HVAC Project

The 25C credit has separate caps for heat pump HVAC and heat pump water heaters, and Xcel's HVAC and water-heating rebates are separate programs too.
