Xcel Mountain Energy Project – Core Rules
- ● Existing natural gas equipment performing the same work must be permanently removed (no dual-fuel backup for the same load).
- ● Customer must receive retail or firm transport natural gas service from Xcel Energy.
- ● Qualified equipment must be invoiced and installed on or after December 15, 2025.
- ● Not valid for gas boiler upgrades feeding hydronic baseboard alone.
- ● “Early Retirement” tiers apply to operational equipment ≤ 10 years old at time of replacement.

Colorado HEAR Home Energy Rebates – How They Stack
The Colorado HEAR Program adds a second layer of incentives on top of Xcel’s Mountain Energy rebates. HEAR rebates are based on your household income compared to your county’s Area Median Income (AMI) and can cover a large percentage of the total installed cost.
- Below 80% AMI: Up to 100% of qualified project cost, limited by HEAR maximums.
- 80%–150% AMI: Up to 50% of qualified project cost, limited by HEAR maximums.
- Single-family homes, condos, townhomes, manufactured homes, and small multifamily buildings may qualify.
- For larger families (9+ people), special income thresholds apply via the HEAR help center.
For multifamily properties, typically at least half of the units in the building must meet income guidelines to access HEAR rebates.
Simple HEAR + Xcel Stacking Example
- You replace an 8-year-old gas furnace in Silverthorne with a cold-climate mini-split system.
- Xcel Mountain Energy Project provides a rebate per heating ton at 5°F for early retirement.
- Your household income is 75% of county AMI → HEAR may cover up to 100% of remaining eligible costs.
- Result: A large portion of your installation can be subsidized between the two programs.

What is the Xcel Mountain Energy Project?
The Xcel Mountain Energy Project is a comprehensive initiative designed to deliver safe, clean, reliable, and affordable energy service to customers in Colorado’s high-country communities, specifically those supported by the Eastern Mountain Gas System in Grand, Lake, Eagle, and Summit counties. The project focuses on strengthening winter reliability through a combination of gas-supply reinforcements and innovative non-pipeline alternatives such as energy efficiency, conservation, and beneficial electrification programs. In August 2025, Xcel Energy reached a near-unanimous settlement agreement with key stakeholders—including the Colorado Public Utilities Commission Staff, the Colorado Energy Office, the Mountain Community Coalition, the Sierra Club, and the Southwest Energy Efficiency Project—to support both traditional natural gas service and cleaner, low-carbon alternatives. The Colorado PUC issued final approval in November 2025, confirming that the project is necessary and in the public interest.
