Who Can Use the HEAR Program?

The HEAR Program will be available to low- and moderate-income households for high-efficiency electric appliances and other eligible upgrades in:

  • Single-family homes
  • Apartments
  • Condos
  • Manufactured/mobile homes

Owners and operators of multifamily buildings smaller than 50,000 square feet may also qualify for per-unit HEAR rebates.

Rebate amounts are based on your household income relative to your county’s Area Median Income (AMI).

Income-Based Rebate Levels

Income Level HEAR Rebate Amount
Below 80% AMI 100% of qualified project cost
(up to the HEAR maximum rebate amounts)
80% – 150% AMI 50% of qualified project cost
(up to the HEAR maximum rebate amounts)

Important Notes

  • Households larger than 8 people: contact the Help Center at 866-336-0016 or COenergyrebates@guidehouse.com to confirm your income limit.
  • Multifamily buildings: at least 50% of households in the building must meet the income requirements to qualify.

AMI (Area Median Income)

AMI varies by county and household size. If your income falls below 80% AMI, rebates may cover up to 100% of qualified costs (up to program maximums). Between 80% and 150% AMI, rebates may cover 50% of qualified costs (up to maximums).

Eligible HEAR Upgrades & Maximum Rebates

The following upgrades are eligible for the HEAR Program. Note: all upgrades must be ENERGY STAR® certified.

Cold climate heat pump for space heating and cooling $8,000
Heat pump for space heating and cooling $3,000
Electric stove, cooktop, range, or oven $840
Electric load service center (electric panel) $4,000
Insulation, air sealing, and ventilation $1,600
Electric wiring $2,500
Total maximum rebate $14,000

What “ENERGY STAR® Certified” Means

HEAR requires eligible upgrades to be ENERGY STAR® certified. If you’re unsure whether a specific product qualifies, check ENERGY STAR resources or confirm within the program portal guidance before purchase/installation.

If you want the easiest path: apply first, confirm your rebate level, then select equipment.

Homeowner Application Checklist

To complete your online application for the Colorado Home Energy Rebate Program, you must upload the following: Photo ID, proof you own the property, proof you live at the property, and proof of household income (for income-qualified rebate amounts).

Your application will not be approved or processed unless you include all required documents, a working telephone number, and an email address.
1) Photo ID

All applicants must upload a copy of a valid (not expired) photo ID.

  • State driver’s license
  • State ID card
  • U.S. passport book or card
  • U.S. permanent residency card
  • Native American Tribal document
  • U.S. Common Access Card (CAC)
  • U.S. Coast Guard Merchant Mariner Card (MMC)
2) Proof You Currently Own the Property

Upload one accepted document. The name and address must match your application.

  • Property deed
  • Property tax bill/statement/record (current tax year)
  • Current homeowner’s insurance policy or premium bill
  • HUD-1 Settlement Statement
  • Will/affidavit/heirship + death certificate naming the owner
  • Mortgage/escrow statement or payment coupon (past 3 months)
3) Proof of Address (Primary Residence)

Upload one accepted document. The name and address must match your application.

  • Utility bill (past 3 months): water, gas, delivered fuel, sewer, cable, satellite, internet, phone, garbage, etc.
  • USPS first-class mail (past 3 months) from a government agency, financial institution, or healthcare provider
  • Motor vehicle info: current registration/title; current motor insurance policy/card
  • Government-issued document (past 3 months): benefits letter, tax return/refund check, CO voter registration, jury summons, firearm license, USPS change-of-address confirmation, DD-214, unemployment benefits letter, pension/retirement benefits letter, Social Security benefits letter, worker’s compensation benefits letter
  • Employer info (past 3 months): W-2 or 1099; wage statement/paystub
4) Proof of Household Income

Choose one of the two options below to provide proof of qualifying household income.

Option 1: Approved Program Enrollment

Upload a valid benefit letter that proves someone in the household is currently enrolled. The name and address must match a household member in your application.

  • Main programs: LEAP, Medicaid, SNAP
  • Other programs: Head Start, Lifeline, FDPIR, NSLP (Free), HIP, SSI, Aid to the Blind (AB), AND, OAP

Option 2: Provide Income Documents

If no one is enrolled in the approved programs, upload income documents for each person in your household who is 18+.

  • IRS Form 1040 (pages 1–2) from the most recent tax year
  • All W-2s from the most recent tax year
  • All 1099s from the most recent tax year
  • Paystubs/wage statements: two consecutive from the past 2 months
  • Cash income records: bank statements or payment apps (e.g., Zelle/Cash App) from the past 3 months
  • Unemployment benefits letter (must show you are currently receiving benefits)
  • Military/pension/retirement benefits letter (past 12 months; must show current enrollment)
  • Social Security benefits letter (past 12 months; must show current enrollment)
  • Alimony letter (past 12 months; must show current enrollment)
  • Worker’s compensation benefits letter (past 12 months; must show current enrollment)
